Each of these features is affecting the spatial allocation and organization of economic activity. Thus, both in their production and their usage, created assets display different locational needs than do natural assets. The transacting and co-ordinating functions of firms are more critically dependent on an efficient network of transport and communications facilities than are those requiring location-bound resources. The influence of governments on labour quality and costs (through their educational and vocational training programmes), on revenue- or cost-related incentives and disincentives, on environmental regulation, on research and development, on competition, on entrepreneurship, on trade and FDI policy, and on the renewal of decaying urban areas, may directly or indirectly affect the geography of resource allocation.
De facto, such a strategy also extends the jurisdiction—or at least the economic influence— of the participating firms, and, by so doing, causes the de jure boundaries to become more porous. 36 It also suggests that an increasing preference for voice strategies by both private and public institutions to the forces of globalization is, itself, promoting further structural integration between firms, markets and nation states, and, hence, of alliance capitalism itself. 18 INTRODUCTION Parts III and IV of this volume look more specifically at some regional and spatial dimensions of globalization.
